The Library Director is responsible for approval of all all licenses and contracts. Licenses and contracts that obligate the college beyond library operations should be reviewed by the college's legal counsel.
In licensing, our goal is the same as that of the LIBLICENSE Project: to craft agreements with information owners that adequately assure libraries will continue to provide users with comprehensive and timely access to information in digital formats. In general, for eresource licenses, Memorial Library aims to come as close to the LIBLICENSE Model License Agreement as possible. In particular we look at licenses in regard to provisions related to robust support for use: ease of access for remote users, affirmation of the doctrine of fair use, support for scholarly sharing, availability to walk-in users, provisions for post-cancellation access to content, third-party user confidentiality assurance, and whether the licensor is an accessibility/disability compliant provider.
Eresource license terms and files are maintained in OCLC WMS License Manager, which interoperates with other WMS modules. To prevent confusion about license versions, discard all other copies of licenses after updating License Manager. Note that although License Manager included eresource use data management capabilities, we use Springshare LibInsight for that purpose. It is not necessary to record cost information in License Manager.
Licenses can be set to automatically deliver notifications to eresources@berry.edu about License End Date Approaching (to prompt confirmation of the desire to renew) and Renewal Date Approaching (to ensure that invoices are received and processed on time). This functionality uses a combination of information in the Admin module's License Manager Roles settings and settings at the license level (Responsible Person + Notification Dates, under Terms of Use).
